The Significance of Quality Early Childhood Care and Education

Quality early learning experiences are essential for preparing children to succeed in kindergarten and beyond. Its impact is life-long—research has shown that children who participate in high-quality early childhood care and education (ECCE) programs are more likely to finish college, be gainfully employed, and be healthier later in life.

Ready Region Blue Ridge helps increase access to quality early learning experiences through Mixed Delivery and Coordinated Enrollment, working to create a more connected, accessible early childhood system for families across our region. By partnering with child care providers, public preschool programs, and community organizations, we help expand access to high-quality early learning opportunities while making it easier for families to find, understand, and enroll in programs that meet their needs.

What Is Mixed Delivery?

Mixed Delivery expands access to affordable, high-quality early childhood care by funding publicly supported early learning slots in licensed child care and home-based child care centers across our region.

Who Is Mixed Delivery For?

Through a network of licensed child care and home-based child care centers, Mixed Delivery helps eligible infants, toddlers, two-year-olds, and preschoolers and their families access full-day, year-round care in settings that best meet their family's needs. Mixed Delivery supports participating providers by helping them serve more children. By expanding access to high-quality early learning opportunities across the region, the program creates a stronger early childhood system for families and providers.

How Does Ready Region Blue Ridge Utilize Mixed Delivery?

We will administer Mixed Delivery programming in the region, and coordinate enrollment to help parents learn about and access ECCE services that meet their needs and preferences, while helping ECCE providers connect with and serve more families. Ready Region Blue Ridge identifies high quality child care centers and home-based child care to participate in Mixed Delivery.

Virginia Early Childhood Foundation Funding

VECF’s Mixed Delivery program provides public funding for ECCE services for eligible children, birth to age five. It helps address the growing demand for full-day, year-round ECCE services that meet families’ needs and preferences. Mixed Delivery also tests strategies to solve the tough issues that site leaders and families face, including increasing teacher salaries to improve recruitment and retention. Family Eligibility Requirements

Primary Eligibility Criteria

To be eligible for Mixed Delivery, the family and child must be a resident of Virginia and meet at least one of the following criteria:

  • The family's income is at or below 200% of the Federal Poverty Level.
  • The family is experiencing homelessness.
  • The child's parent(s) or legal guardian(s) did not complete high school.
  • The child has an identified disability through an Individualized Family Service Plan (IFSP) or an Individualized Education Program (IEP), or may be identified as needing special education or related services.
  • Other regional eligibility criteria may apply

Parent or Guardian Requirements

In addition to meeting one of the eligibility criteria above, all parents or legal guardians living in the household who contribute to the child's care (including financially) must be engaged in at least one of the following:

  • Employment (including self-employment or remote work)
  • An education or training program
  • Job search (for up to 90 days)

Mixed Delivery Services for Providers

Learn about provider requirements, participation expectations, and the process for becoming a Mixed Delivery provider.

Provider Requirements

To participate in the Ready Region Blue Ridge Mixed Delivery program, providers must meet the following requirements:

  • Be a licensed Early Childhood Care and Education (ECCE) center or home-based child care provider.
  • Participate in Virginia Quality Birth to Five (VQB5) and all required VQB5 activities.
  • Participate in required state child assessment initiatives, including VKRP and VALLSS, as applicable.
  • Use a VDOE-approved, non-faith-based curriculum in all Mixed Delivery classrooms.

Program Requirements

Participating providers must also:

  • Not be a faith-based organization or a religious-exempt program, and may not use faith-based curriculum, activities, or learning environments in Mixed Delivery classrooms.
  • Contract for a minimum of 11 Mixed Delivery slots. Home-based child care centers must contract for Mixed Delivery slots equal to at least 50% of their licensed capacity.
  • Submit all required data and reports by deadlines established by VECF and Ready Region Blue Ridge, and report required program changes within 48 hours to the Mixed Delivery Specialist.
  • Pay at least one Lead Teacher in each Mixed Delivery classroom a minimum wage of $24.20 per hour by June 30, 2027.
  • Maintain full enrollment in contracted Mixed Delivery slots.
  • Maintain representation on the Ready Region Blue Ridge Family Council by at least one parent or legal guardian from the site.

New Site Participation Timeline

June – January

February

  • Primary Site Administrators who submitted a Site Interest Form attend an informational meeting.
  • Mixed Delivery Coordinators work with interested providers to determine:
    • Whether Mixed Delivery is a good fit for the site.
    • Whether the site has the capacity to meet program requirements.
  • Primary Site Administrators work with current families to complete Family Screener forms to help determine the site's need for Mixed Delivery slots.

April – May

  • RRBR contacts interested providers to discuss the possibility of receiving Mixed Delivery slots for the upcoming fiscal year.
  • Providers selected to receive Mixed Delivery slots complete a Letter of Commitment.

June

  • The Virginia Early Childhood Foundation (VECF) announces Mixed Delivery slot allocations to Ready Region Blue Ridge (RRBR).
  • Existing Mixed Delivery providers are assigned slots first to support continuity of care for currently enrolled children.
  • Remaining slots are assigned to newly selected providers.

July

  • Annual Mixed Delivery contracts are executed with current and newly selected providers.
  • The new fiscal year begins.

What Is Coordinated Enrollment?

Coordinated Enrollment is a regional system that connects publicly-funded ECCE programs in the region, such as childcare centers and home-based child care (including those participating in VECF’s Mixed Delivery program), Head Start, Virginia Preschool Initiative, and others to make it easier for families to find and access care while also helping providers fill openings more efficiently and maintain more stable enrollment across programs.
